PhD and MSc in Civil Engineering from the Pontifical Catholic University of Rio de Janeiro, with specialization in the management of highly complex engineering projects. Researcher and project manager in technological development initiatives.

He has more than eighteen years of professional experience, including ten years leading the management of large-scale infrastructure megaprojects as Engineering Manager in major companies across several countries.

Civil engineering consultant. Secretary of the Technical Committee for Standardization of Buildings and Civil Engineering Works, and Secretary of the Technical Subcommittees on Construction Information Organization and Construction Quality, all under INACAL. He is a faculty member at the School of Engineering and Architecture of the University of Lima, where he also serves as researcher and Director of the Civil Engineering program. He is Country Director of CONEXIG Peru.
